I have added Jan Hartmann's new MapClient utility to the MapServer website.
You can access it from the Download page
(http://mapserver.gis.umn.edu/dload.html) 
then click the MapServer Utilities
link.(http://mapserver.gis.umn.edu/contributed.html)
