Hi Moritz

we did somthing similar, however you have to click or search a city to 
see the charts; link in french:

http://www.ch03.ch/fr/geopolitics/abstimmungen/abstimmungen.php

We used DMSolutions OWTChart, see:

http://www.maptools.org/owtchart/
