Hi,

Are you sure that the location of the data on the file system is the 
same as described in the mapfile you are trying to use.

I tested it with one of my .map files that work and I only deleted the 
last character of the data definition of the layer

from:    DATA         "ortslage"
to:      DATA         "ortslag"

and the result looks the same as your error.
