Does the 4.4.0 windows binary really support SWF?

Bug http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=455 describes this
issue. Only GDAL/GD formats are supported for wms in 4.4. This will be
upgadred to other formats for 4.6 release.
