How do you query your map? Are you using the mapserv CGI with the query
templates or some other mechanism such as WMS, WFS,... ?

Um... it's the first time I hear of this. For the benefit of other
readers who didn't follow the link above: ' is valid in XML and in
XHTML but not in good'old HTML.  :(

Could you please file a bug about this in the mapserver bugzilla?
