Marker on the Map using Longitude and Latitude

I am quite new to the concept of GIS so I am not sure how to ask this question or what to search for in the list archive.

The tutorial is quite good describing the basic concept of Mapserver but it does not mention how to place a longitude and Latitude marker on a Map.

Can someone please point me in the right direction.
