WMS Server and Proxy with v4.4

Is it possible to pass proxy settings to WMS layers in version 4.4 of
mapserver?  This is listed in bugzilla bug 571
(http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=571
<http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=571> ) with a target
release of 4.4, but the bug is still open.  I am having trouble using the
http_proxy environment variable to do this, and was wondering if the new
build would solve my problem.
