annotating PDF output

[Hunter, David - St. Louis Park, MN]

Is there any way to annotate PDF output using MapServer CGI?  I thought
perhaps using templates, but it looks like it's sending html text when I
do that.  Is PHP my only option, or could I do this with Java MapScript?
