Bug in Mapserver-4.8.3

I have a client that has encountered the exact same issues... Although 
they're running a MS4W build including 4.8.1.  The attached screen shot 
illustrates the problem.  Also, the client states that the problem 
doesn't appear until the font size is set greater than 16.
