Transparent raster layer

Hi folks!

How do I make a raster layer partly transparent?
We want to display a aerial photo (source is tiff or ecw) plus another
raster layer (tiff), which shall be partly transparent (all pixels i.e.
50%) on top of it.
Is that possible and how do I do it?
