compile MapServer to support Oracle Spatial

Hi there,
I am now trying to compile MapServer to support Oracle Spatial, I find the
info in the nmake.opt:
#~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
# Direct connectivity to Oracle Spatial.
# ----------------------------------------------------------------------
# Point this to where your ORACLE_HOME directory lives.
#~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
ORACLE_DIR = d:\oracle\ora92
ORACLE=-DUSE_ORACLESPATIAL
does this mean that I must install Oracle on my computer, before I compile
the MapServer? If not necessary, how can I set the
ORACLE_DIR = value? set it as a virtual directory?
