compile MapServer to support Oracle Spa tial

Hi Bart,

I noticed that, for Windows on the Instant Client is needed, the Instant
Client SDK is only needed for Linux, is that right?

I read this in the Oracle home page, but I am not familiar with Oracle and
not sure about this.
