INCLUDE not working

Good question.  I can tell you that I used includes again a few days ago 
on Windows, full paths, 4.10.0, with no problems.

If you think you have found a bug, maybe post a small testcase (mapfile 
and data) to the original include bug 
(http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=279).
