Or limit the size of the WMS request to the viewport size (ratio:1). I would think that would be desirable regardless IMHO. Other option is to generate longer error messages with really long layer names. ;-)

OK, that means that I have to create an error image the size of the WMS 
request and position the message in the middle, with some combination of 
PHP Mapscript and PHP/GD. Doable.
