[mapserver-users] Reclassify raster cell values

If you just want to make the black disappear you could use
MAP
IMAGECOLOR 255 255 255 # set map's background color to white
LAYER
TYPE RASTER
OFFSITE 0 0 0 # make this color (black) of the input raster file
transparent
