At a glance  I’d try getting rid of the –h (it will be read as an empty host as that error says in your below email to postgresql)

I would also get rid of it from here:

Either don’t set it or set it to localhost.  I never set it in my startup / connection scripts on windows.

I was able to build MobilityDB on Windows using Msys2. Everything compiled and linked. However I was not able to run the tests due to a problem with Unix sockets on Windows. I asked a question on the pgsql-hackers mailing list

I have also asked the question to the Citus Microsoft team with whom we had a meeting today.
