[MOSS-archives] Announcing the MOSS-archives v1.2.1 release

This release of the historic MOSS codebase was mostly done to test the new Zenodo helpdesk 
metadata hooks.  (download: 
https://github.com/OSGeo/MOSS/archive/refs/tags/archive-v1.2.1.zip )

No changes were made to the codebase, which is assumed static since 
active development by Carl N Reed III, Sol Katz and others ended in 1985.
