Docs are a little light.  The general method is to look at the
existing published journals (to be familiar with the layout, style,
etc), select a technology (so far this has been either latex or
scribus), call for assistance on this list, assemble all the content
and template material into one unit that combines/exports as a
complete PDF, add some context/introduction/TOC/etc, create a draft,
call for review on this list, copyedit, iterate, prepare links and
announcements, distribute and announce widely.

Going into slightly more detail, it is best if the selected technology
for publication is diff-able so that it can be used in svn and
multiple people can collaborate easily.  When you call for assistance,
Scott might offer a news and events section (or that may go in the
Annual Report).  It would also be appropriate to include a note from
the 2013 Conference Chair (Steven) and a longer commentary from the AT
Chairs. Copyediting corrects English grammar, page numbers,
formatting, inconsistencies, etc.
