[Journal] Time For a New Editor???

Hi Landon and all,

We are certainly very busy but the journal is an important part of OSGeo.

I would like to propose to have few co-editors so that all does not
rest on one person.

If we do that, I am willing to share the load.

Anybody having an opinion?
