[Oceania-Board] Password Manager options

Greg suggested a good setup with Bitwarden which we can get with a family
account for $3.33 a month. This will give us 6 users, and then we can work
out whether we need to upgrade if more people need access. The whole point
here is to reduce friction so that we can post to social media easily,
access Mailchimp if needed, etc.

For privacy/risk reasons, we'll go with Greg's suggestion of dividing
passwords into teams. Comms/IT/Finance etc.
