That was the point Kate Lundy made at the FOSS4G keynote. At OSDC this year we had a keynote from Pia Whaugh, who is now a policy advisor to Kate and also talked about the same thing.

I think we are in a good time, where we have interest from the people who can make the policy. What ever we do, we must encourage things to keep moving.
