[OSGeo Oceania] membership - elections - AGM

At the last board meeting, we talked about reviewing the "Positive
Attributes" concept from OSGeo, and re-articulating something along the
same lines for our community. Here's the OSGeo passage, any thoughts?
Comments & suggestions welcome.

Recommended membership selection criteria include:
