[OSGeo Oceania] OSM Community issue

I've personally signed it because I support the call for addressing an
important community issue, but I don't think OSGeo Oceania should rush to
sign it on short notice.

Today is literally day 1 for the new board, and the incoming directors
haven't had a chance to learn the ropes yet. Taking a position on a hotly
contested issue, on behalf of this community, is a big ask for a brand new
board that hasn't had any time to find its feet.

The call for action has a lot of support already... it'll hopefully be
taken seriously with or without the explicit support of this org, and
people in this community who support it can add themselves individually.
