Sorry for the delayed response Andrew.

I agree with many of your suggestions. On reflection, I am in thorough
agreement that the OSM SIG should not claim to set the strategic direction
for OSM in the region, but instead play a supportive role. This is quite
vague though and I think we need to work out what it means specifically. As
you said, we can determine our own strategic goals and work towards them.
This is something members of the OSM SIG should do with community
consultation, keeping in mind that anyone in the community can join the SIG.

Overall, the OSM charter needs a lot of work and more community input. The
QGIS Charter

is further along and should provide good inspiration.
I'll send an email to the community now to encourage more feedback.
