[OSGeo Oceania] OSGeo Oceania Board Terms of Reference Update for Review

Trisha - can you better define 'Board discussions'? Is this *all *communication
between board members? Or those related to a particular decision making
process?

If we are to replicate an OSgeo Board list then for it to be of any value
Board and members should have read/write privileges whist community have
read access only
