For what it's worth, for MapServer, we include a "Voting History" 
section at the end of each RFC and fill it as follows... takes only a 
few minutes and gives all the info that we need for the posterity:

   Voting history

     +1 from SteveL, SteveW, TomK, FrankW, AssefaY, PericlesN

     +0 from JeffM

We do not do much to archive minor PSC votes either.
