My opinion: release an 2.11 RC as soon as

http://trac.osgeo.org/openlayers/ticket/3252 (DragFeature control keeps 
dragging after mouseUp, regression from 2.10 with patch from Andreas)

is fixed. We can always sort out regressions from that RC afterwards.
