[OpenLayers-Dev] 2.12 release process

Hi

Our master branch has received lots of commits since 2.11. We have added
new features, and made major enhancements and refactoring. So I think it'd
make sense to plan releasing 2.12. We could target feature freeze in two
weeks, and actually start the release process at that time.

What do people think?

PS: I can also propose to manage this release, and tidy up our release
process along the way.
