[OpenLayers-Dev] using wrapDataLine in Markers layer

Thanks...setting these properties prevefnted the map from refreshing but the
point in the western hemisphere popup did not display (likely because the
"translated" anchor point was outside map)...the fix I used was to use the
map center for the popup anchor.
