#3364: Scale Not Displaying Properly In Single File OpenLayers.js

 When using the single file version of OpenLayers 2.11 RC1 and the
 OpenLayers.Control.Scale() control, the scale simply displays as "scale"
 in the bottom right corner. Using the lib/OpenLayers.js version displays
 the scale properly as "Scale = 1 : ###M".

 To confirm this, I used the example file from
 http://openlayers.org/dev/examples/example.html and added the scale
 control in example.js. I then changed the HTML file to use either the
 single file OpenLayers.js file or the one in the lib directory.
