 After investigating the issue, it appears that a default full build (using
 full.cfg) excludes the OpenLayers/Lang package. Since OpenLayers.Lang is
 required for formatting the scale text (Specifically OpenLayers.i18n (i.e.
 OpenLayers.Lang.translate) and OpenLayers.Lang.en.scale for the U.S.
 English translation).

 Is it the intention that the single file version will not include any of
 the translations (and thus none of the error messages or on-screen text
 (such as "Scale", "Overlays", "Base Layer", etc.)?
