 After a bit more digging, it appears that ticket #2871
 (http://trac.osgeo.org/openlayers/ticket/2871) added support to exclude
 directories from a build (in this case OpenLayers/Lang) so that languages
 did not have to be explicitly excluded, with the intention of leaving
 English as the default language included with a full build. Unfortunately,
 the update to full.cfg in that patch excludes all languages, including
 English.
