There is a TODO in the new MouseWheel Handler code that says "I don't
know if this is the right way to port this from 2.3.", so I'm going to
assume it's just something in that code that isn't quite working. I've
filed a ticket to make sure it gets taken care of before 2.4. You can
keep track of http://trac.openlayers.org/ticket/538 to watch it.
