[OpenLayers-Users] combinate Cluster-Strategy and PopupMarker

did anyone know if it is possible to combinate Cluster-Strategy [1] with 
the

PopupMarker-Technologie by using the data of a txt-file [2] ?? - not by a database-implementation !

Example ??
