Let's ignore the icons being blurry in IE, there was a completely different
reason for that (browser zoom).

I can reproduce the blurry image very easily at the moment. For example, by
clicking on the icon that opens up a pop-up (as in example
http://openlayers.org/dev/examples/select-feature-openpopup.html), and then
pans the map so that the object is in the middle of the viewport.

Once the panning finishes, the icon becomes blurry.
