Hi,
I'm not familiar with GeoServer - I would just connect the vector data of the country with a database where I'd store the number of participants.
After that I'd let Geoserver do the job. In Mapserver you can create rule based styles - so if the number of participants greater than zero display the shape green an label it - otherwise don't.

I hope there is a way in GeoServer.
