Mateusz,

The gdal package lives in the normal places and is built from branches/1.5.
The gdal-dev package is built from trunk and is kept very segregated so that
people don't use it by accident, and so that the gdal-dev dll is not normally
in the path.

Generally speaking no one should be building against the gdal-dev package
since it may be upgraded in ways that break ABI compatability at any time.
It mainly exists so that folks can try out trunk via the gdal utilities.
