[osgeo4w-dev] install gdal-python using apt (experimental)

As an alternative to the previous post, one can acquire gdal-python
from the command line using the experimental "apt" installer:

  set osgeo4w=c:\osgeo4w
  mkdir %osgeo4w%
  apt setup
  apt update
  apt install gdal-python
