Matt,

Sounds good, but I would strongly encourage you to forward modified bat files
to package maintainers or there is a real risk on their next update the
change will just get lost.  If they don't respond in some reasonable time
(perhaps a week), you could go ahead and do it yourself and notify them.

Also, are the existing .bat files broken?  Sometimes it is good to clarify
"best practice" and apply it where convenient but there is no need to
immediately force all packages to adopt the practice if their old approach
works adequately.

One thing I would love to see is for us to straighten out everything we
need for internationalization (for desktop and program files links),
and for installing in non-standard locations with spaces in them and
make a major pass through the packages looking for and testing for problems.

I'm reasonably confident that several packages will not work properly
if OSGeo4W is installed in a directory with a space in the path.
