The installer doesn't evaluate the setup.hints directly

That should have helped to rebuild the setup.ini from the setup.hints.
But there shouldn't have been a blank page.

Apparently steve accidentally changed the ownership of the file, when trying to
add a license field to the ini - that caused it - fixed.
