[osgeo4w-dev] matplotlib update to 1.2.1

Hi all,

I updated matplotlib package to 1.2.1. Main reason is that new version
works fine with both PyQt API's v1 and v2, while old one don't work with
PyQt API v2.

In my tests all works fine but additional testing is welcome. Package
is not promoted yet, so if you want to test it use this command

osgeo4w-setup.exe -t http://download.osgeo.org/osgeo4w/setup_test.ini

I'll promote package in evening if there are no objections.
