#906: Adding Sqlean SQLite extension set to OSGeo4W distribution?

 Hi,

I have again stumbled upon need for Sqlean extension set for SQLite
(Geopackage to be precise) in my project.

So I would like to bump up my enhancement request from mailing list:
 https://lists.osgeo.org/pipermail/osgeo4w-dev/2024-November/004990.html

I also commented this with jef in QGIS contributor meeting last year.
Home page of project is on github, and it is actively maintained:
 https://github.com/nalgeon/sqlean

It would be very nice to have Sqlean (set of SQLite extensions) available
to install from OSGeo4W network setup and to load them directly from
 OSGeo4W Shell.

I find many of these extensions useful when working with GPKG files.

Since GDAL 3.5.0 we can load SQLite extensions using
 OGR_SQLITE_LOAD_EXTENSIONS (see
 https://gdal.org/en/latest/drivers/vector/sqlite.html#configuration-
 options for details)

Would it be possible and make sense to package this libraries with
 OSGeo4W?
