 Since GEOS 3.10.0 released 2021-10-20 there has been a handy command-line
 utility [https://libgeos.org/usage/tools/#geosop geosop], which is built
 by default to `bin`.

 This request is to include the utility when installing the `geos` package
 from OSGeo4w.

 I think it is simple as adding `bin/*.exe` to
 [https://github.com/jef-n/OSGeo4W/blob/7f903996b0f816cbd8c47312e08cbcc1b5e5eccc/src/geos/osgeo4w/package.sh#L63-L64
 package.sh].
