In my opinion this is a very good idea to have a Japanese QGIS user mailing
list!
I think there are so many questions on this OSGeo-Japan mailing list about
QGIS, thata  Japanese QGIS list would be nice.

Maybe something like: qgis-user-ja ＠ lists.osgeo.org (I can help to apply for
such a list on OSGeo list server)
(I add the qgis-community-team ＠ lists.osgeo.org as recipient, so they are
also aware of the QGIS activity in Japan.)

First of all there is a lot of documentation on the QGIS website, most of
all:

The QGIS page is actually available in four languages already, so I think it
would be possible to add a Japanese version as well, isn't it?

Recently I heard about this tutorial in Japanese, but it was a bit hard to
find again: http://www.osgeo.jp/foss4g-mext/
I think it would be nice to have qgis.org as the main entry point for users
looking for informations
