[Ottawa_users] Proposal for a logo

Thanks Regie and Christy for the feedback.

So Regie, would you prefer having something like the following ?

*OSGeo*
*Ottawa Chapter*

The reason for why it like that is that I used the same pattern than what
OSGeo Quebec is doing. But your proposal would look great too. So I can
definitely do that change. What do you guys prefer : the current text or do
you want me to change the text to match the above? Either way, I like it.
