[pdal] PCL installation

Hi,

I was hoping to simplify the installation process of lidar2dems, and right
now the most time consuming part is compiling pcl.   I'd like to be able to
use the existing libpcl package, but there's a few issues.  (this is for
Ubuntu 14.04)

One, is that PDAL looks for a PCLConfig.cmake or pcl-config.cmake.
Another, is that even with the libpcl1-dev package there are no included
header files.

The more I can get this working with existing packages the better, anyone
have any experience with this?

Also, as per an earlier discussion here, another potential issue is that
the pcl binary wasn't potentially built with the c++11 flag.
