[pdal] Readers.rxp

Thank you Howard and Bradley. I guess I do not understand how you build
PDAL with RiVLiB library. Can I somehow see the link here (
https://pdal.io/compilation/unix.html#configure-your-optional-libraries)? I
cannot see the page because of an unknown error...
