Thank you Howard and Bradley. I guess I do not understand how you build PDAL with RiVLiB library. Can I somehow see the link here (https://pdal.io/compilation/unix.html#configure-your-optional-libraries)? I cannot see the page because of an unknown error...

The RXP driver is not installable via Conda. You will have to build it yourself with your own access to the RIEGL SDK.
