[pdal] Autzen Update

All,

Max Sampson, our Hobu, Inc. intern, spent some significant time updating PDAL (and libLAS' back in the day) example file to include more than fifteen classifications identified by hand and edited with CloudCompare. Connor Manning from Hobu also built a website to visualize it at http://autzen.entwine.io 

The new file is available for download in the PDAL data repository at 
https://github.com/PDAL/data/blob/master/autzen/autzen-classified.laz

It is licensed as CC-BY 4.0 (as is all data in the PDAL data repository as of 04 AUG 2021).

Other enhancements include:

* Upgraded to LAZ 1.4
* Set proper horizontal and vertical coordinate system definitions
* Added LAS Classification VLR
* Added PDAL metadata and pipeline VLRs
* Updated colorization with time-coincident 2009 NAIP imagery
