[pdal] Greedy Projection FIlter

Thanks Andrew,
I have never tried it before so I cannot claim to be a regular user.
I also cannot do any debugging - I don't have a PDAL dev environment and
cannot afford the time to crate one at the moment.
I will consider it "Not working" for the time being and create a bug.
